In this case, the person who says this sentence is likely surprised or annoyed that x is expensive. A plain "Das ist teuer" wouldn't catch a nuance like that. There are a ton of other emphatic particles like ja, doch, halt etc. that do not change the essence of the sentence, but add an emotional context to a statement.|"aber" is used to say that it’s expensive, although you didn’t think that it would be that expensive. But you don’t have to use "aber" it doesn’t make that much of a difference 💁🏻‍♀️
